In the 1960s, at the height of Japan's period of rapid economic growth, the introduction of improved agricultural technologies and mechanization produced dramatic increases in agricultural productivity, with a huge reduction in the labour required. At the same time, however, it was becoming commonplace for farming families to combine farming with another occupation, and a rapidly increasing number of farmers headed to the cities to find work in the off season. The result was accelerated rural depopulation. Then came measures taken in the 1970s to reduce the rice glut, which further threw rural society into confusion. To counter the overproduction the government implemented measures to reduce the amount of land under cultivation for rice; as result, many paddies were allowed to fall into ruin.
